Fit it into the windows you want to watch from but never fight from. It is the top tier of glass: a Level 3 workbench, four high quality metal per window and 60 scrap to research. Its shortname even files it under window bars, as the toptier version, and the game text speaks of a thick surround that stops projectiles.

Picture a three-storey base on a busy road. The windows facing the gate get this glass, so you can check who is standing outside before you open the door. The floor you defend from during an online raid gets a metal horizontal embrasure instead, because that one lets you put rounds out.

Before the Level 3 bench is up, the strengthened glass window gives you the same view for metal fragments, most likely with less protection.
