A star-shaped balloon to use as decoration and for you to celebrate. You can write on it.
Hand out stars. Your teammate held the roof alone through last night's online raid, so tie one over his bed with his name written on it. The game text says the balloon takes writing, which turns it into a cheap medal for the wall.
The cost is the party-set standard: fifteen cloth, no workbench, no research, and a recycler gives back about half. The heart balloon and the speech bubble balloon take text too, so you are picking a mood more than a feature. If you want colour without any words, the clump of latex balloons is the one for that.
None of it helps your defences. Like the rest of the set, its blueprint is tied to owning the item on Steam, so only owners can craft it.

Direct hit, hard side, no duds. Beancan Grenade is a dud 15% of the time. Satchel Charge is a dud 20% of the time.
Recycling
At power grid stage 2 a green recycler works at 60% instead of 50%. Yields depend on the recycler.
