A speech bubble-shaped balloon to use as decoration and for you to celebrate. You can write on it.
Its shape already tells you someone is talking, so give it a speaker. Like the rest of the party set it takes writing, and a speech bubble reads best floating next to something. Hang one over the bear skin rug in your hallway with a line in the bear's voice, and every neighbour who comes to trade gets the joke at once.
The price matches the other balloons: fifteen cloth, no workbench, no research, and a recycler returns about half. The latex balloon and the star balloon take text as well, so the choice is about shape. If you want words without the party look, a small wooden sign does it plainly.
Like the rest of the balloon set, its blueprint is tied to owning the item on Steam, so only owners can craft it. Past the joke, it does nothing for your base.

Direct hit, hard side, no duds. Beancan Grenade is a dud 15% of the time. Satchel Charge is a dud 20% of the time.
Recycling
At power grid stage 2 a green recycler works at 60% instead of 50%. Yields depend on the recycler.
