Overview
A clump of latex balloons to use as decoration and for you to celebrate.
Grab this when you want colour rather than a message. It is a bunch of latex balloons for dressing up a room or a party, and unlike the circle balloon or a single latex balloon, its description says nothing about writing on it. It is a prop, plain and simple.
The cost is the same small pile of cloth the other party balloons take, with no workbench involved. Nothing in it helps you farm, fight or hold a base, and on this site it sits with the rest of the decor among the items.
Say a teammate has played the server for a full year and you want the shared room to look like a party when he logs in. Two clumps by the door do that from across the room. Once the party is over, a recycler returns about half the cloth.

Direct hit, hard side, no duds. Beancan Grenade is a dud 15% of the time. Satchel Charge is a dud 20% of the time.
Recycling
At power grid stage 2 a green recycler works at 60% instead of 50%. Yields depend on the recycler.
