Batter up!
Party prop, plain and simple. Its whole game text is a baseball call, and that gives away the plan: set it down, hand someone a baseball bat and let them swing until it breaks. Players say you can stash a few items inside beforehand, so whoever lands the last hit takes the prize. Try that with something cheap before you load it with anything you care about.
You cannot craft it at a workbench or learn it anywhere: a pinata only comes out of loot or a trade. A spare one gives 200 to 375 wood in a recycler depending on which one you use, so a found pinata is worth more at a party than in the machine.
It belongs next to the confetti cannon and the other Fun toys at a birthday in the base.

Direct hit, hard side, no duds. Beancan Grenade is a dud 15% of the time. Satchel Charge is a dud 20% of the time. A range runs from point blank to the far end of the bullet's falloff, fired from an Assault Rifle.
Recycling
At power grid stage 2 a green recycler works at 60% instead of 50%. Yields depend on the recycler.
