A circular balloon to use as decoration and for you to celebrate. You can write on it.
Writing is the whole reason to pick this one. You can put text on it, so it works as a small sign that looks like a party: a group tag over the gate, an open sign by your shop, a note saying which window is the one you trade through. Past that it is decoration and does nothing for your base.
It belongs to a family of party balloons that cost the same handful of cloth and skip the workbench. The latex balloon and the heart balloon take writing as well, so you are really choosing a shape. If you want a splash of colour with no words, the clump of latex balloons is the better pick.
There is no research cost because there is nothing to learn: its blueprint is tied to owning the item on Steam. If it is not in your crafting menu, plan your sign with something else.

Direct hit, hard side, no duds. Beancan Grenade is a dud 15% of the time. Satchel Charge is a dud 20% of the time.
Recycling
At power grid stage 2 a green recycler works at 60% instead of 50%. Yields depend on the recycler.
