Overview
A very large mortar type firework with a blue starburst
A show and nothing more. You set the boomer down, light it, and a blue starburst opens high over your head, big enough for a good part of the server to see. As far as players can tell, it hurts nobody and breaks nothing.
The price is the part worth a thought. Each shell takes 30 gun powder on top of low grade fuel and metal fragments. That powder could have been a stack of pistol rounds, and if you change your mind later, the recycler hands back only about half of it.
So keep it for New Year's night, when half the server is sending shells up at midnight anyway and one more blue burst joins the crowd. The other colours wait in the Fun category.

Direct hit, hard side, no duds. Beancan Grenade is a dud 15% of the time. Satchel Charge is a dud 20% of the time. A range runs from point blank to the far end of the bullet's falloff, fired from an Assault Rifle.
Recycling
At power grid stage 2 a green recycler works at 60% instead of 50%. Yields depend on the recycler.
