Put its row next to the Chainsaw and you will not find a difference. Level 2 bench, two gears, five high quality metal, six metal blades, identical recycling. Even the durability matches.

So treat it as a chainsaw in costume, because that is what it is: a skin of the Chainsaw. You craft the Chainsaw, researched for 60 scrap, and pick this look if you own the skin. On this site it sits in the Krieg set beside the Krieg Shotgun and the Krieg hazmat. The in-game text promises a roar with every swing; the data promises nothing beyond the plain saw. Expect it to cut trees and run on low grade fuel the same way, but check in game before you count on it. If a roamer drops one at the treeline, fuel it up and farm with it like any saw.
