Its own research cost does not count: in the game files it is a skin, so you learn the plain suit at the research table and pick this look when you craft it, if your account owns the skin. So it keeps radiation out like the plain suit, and a roamer's spray hurts just as much. If it is missing from your crafting menu, your account most likely does not own it.
