In-game description

A protective barricade made out of Sand Bags. Deploy another one on top to build it higher, up to a sandbag pillbox.

Height. Every other barricade stays the size it was placed, but sandbags take another layer on top, and enough layers turn into a pillbox you can fight from. That is the reason to craft them over the concrete barricade, which only gives you a block to crouch behind.

They are cheap, too. Each one is 50 stones and five cloth at a Level 1 workbench, 15 scrap to learn, and they stack in twenties, so a whole pillbox fits in one inventory slot. Only the cloth hurts early, when sleeping bags and armour want it as well.

Place the first bag where you want to shoot from.
Aim at its top and place the next one to build it higher.
Keep stacking until it becomes the pillbox the game describes.

It pays off on a rise above your compound gate. From the pillbox a defender has cover from the open field and a view of the door at the same time. Without it, you are lying in the grass.
