Only the powder needs a bench here. The red volcano's own step has none at all, while its gun powder can only be crafted at a Level 1 workbench, which is where the page's bench comes from. Everyone knows the powder from the start, so neither step needs research.
That split is handy. Craft the powder at home, carry it with some metal fragments, and you can turn them into volcanoes on a hill well away from your own walls. The limit is the recipe itself: only players who own the volcano on Steam ever see it.
