The guards at Bandit Camp wear it, and its recipe is the filler the scientist suits share.
So the bill is a price tag and nothing more. Its game text promises no protection, which makes the choice easy if a server kit drops one on you. Recycle it for the HQM, a kit and the tarp, and keep fighting in armour you can rebuild.
