Even its own data looks rushed. The shortname reads oubreak_scientist, one letter short, and the game text is four ungrammatical words. The Russian title calls it a biohazard suit, which says more than anything else on record.
The rest copies the other NPC outfits: the filler recipe of the plain scientist suit, no workbench, nothing to research, no durability. Which NPCs wear it, and in which event or mode, this page cannot confirm. At least the Naval Scientist Suit has a name that points to a place.
So plan nothing around it. Radiation calls for a crafted hazmat suit, and a stray one from a server kit recycles into HQM, sewing kits and tarp.
