Overview
A damaged deep-water survival suit was found in the abyss. Although it may no longer serve its original purpose, it functions reliably as a Hazmat suit. Owning this suit also grants access to the Abyss Pickaxe, Abyss Hatchet, Abyss Torch, and Abyss AR.
Wear it to a radiation monument, not on a dive. The game's own text calls it a damaged deep-water suit that no longer does its original job and works as a hazmat instead. In the game files it is a skin of the plain hazmat suit, not an item with a blueprint of its own: you craft a hazmat at the same bench from the same recipe and pick this look if you own the skin. There is no separate research, and durability and recycling are the hazmat's.
So what you get is the look, plus one extra. Owning the suit unlocks the rest of the Abyss set: the Abyss AR, the hatchet, the pickaxe and the torch. Only the torch adds something under water, since it stays lit. If you jump off the boat in this suit, pack a diving tank anyway.
In a gunfight on the road home it is as soft as any other hazmat, so keep a teammate in real armour nearby.
