Asbestos insert providing extra protection from heat for crafted clothes and armor.
Fire is the one thing this insert answers. The game describes it as extra heat protection for crafted clothes and armour, so it earns its place when what comes at you burns: incendiary rounds, molotovs, a flamethrower in a doorway. About bullets its description says nothing.
There are four inserts and each covers its own kind of damage, so keep them apart:

The material is the cheap part: 50 metal fragments. The real price is reaching a Level 2 workbench and paying 60 scrap for the blueprint. If the neighbours keep burning you off your own wall with incendiary ammo, that is a fair deal. If nobody on your server plays with fire, a metal insert from loot does more for you in a gunfight.

Recycling
