Every player knows the recipe from the start, so scrap never enters the decision. Kits do. The same five could sew a bed and a road sign kilt with one to spare, and early in a wipe a respawn point and armour usually beat extra slots on a road loop.
So craft it at the Level 1 workbench once the armour is sorted, not before.
