Nobody crafts this pistol. Its row marks it not researchable, so the Level 3 recipe stays out of reach and every M92 on a server came from loot or a vendor, as its item page says. Read the calculator as an appraisal of what you hold: a pile of HQM and three parts you would otherwise hunt down one by one.
So the question is keep or recycle. While it works, fire it. It takes the same pistol bullets as the rest of the ladder, and a repair bench keeps it going for a share of its metal. Near the end of its life, the ordinary recycler returns about half the HQM, 12 or 13, and flips a coin for each of the pipe, the spring and the semi automatic body.
Tip
That body is the coin that matters. It becomes your next semi-automatic pistol or a semi-automatic rifle, guns you can actually craft again.
