Voice in Rust is proximity only. A teammate across the map cannot hear you without Discord, and the clan next door never hears you unless you walk over. The phone closes that gap inside the game: the attack button opens the dialer, and you can ring a Telephone from wherever you stand.
It matters most with people outside your group. Picture the neighbours with a Telephone in their shop. Instead of jogging over with your hands up and hoping their turret is off, you dial, agree a price for your sulfur and only walk over once the deal is done. Shops, server events and peace talks all run smoother this way.
It is also cheaper than the Telephone: 125 metal fragments at a Level 1 workbench, no tech trash, and no research: every player can craft it from the start. The site files it under Fun, but on a busy server it earns its slot more than most toys on that list.
