Overview
Helps you figure out where you are. You can annotate the map by right-clicking and drawing on it. Drag the map into your belt bar to make it active. You will then be able to view the map by holding down the map button (G by default).
Use it to keep your own notes on the island: where the base is, which road leads to the monument you farm, where the group that raided you lives. Right-click it and draw, then keep it in a belt slot and hold G to look, as its own description explains.
On a normal server most players never bother carrying one, because the map behind G already shows where they stand. Hardcore is where it gets interesting. There your dot is missing unless a compass sits on the belt, and on a night run through the snow the marks you drew yourself may be the only thing pointing you home.
You cannot craft or research it: every paper map comes from loot or a trade, so keep a spare one in a box. Scout a monument with binoculars from a hill, then sketch what you saw before you forget it. For a message meant for someone else, a note does the job better.
Recycling
At power grid stage 2 a green recycler works at 60% instead of 50%. Yields depend on the recycler.
