Wear it when the fight comes to you. The game text spells out the price: superior protection, but no aiming down sights and a slower walk. So every shot you fire in it comes from the hip, which suits a shotgun at a doorway and ruins a rifle at range.
Watch out
Do not roam in it with a bolt or an AK. The moment someone fights you across a field, you cannot use your sights, and you cannot reach cover fast enough either.
Compare it with the chest armour you know. A metal chest plate asks 18 HQM, fifty leather and eight sewing kits at a Level 3 bench and lasts 360. This jacket wants four high quality metal and two sheet metal at a Level 2 workbench and lasts 1000. The road sign jacket sits below both, with 500 durability and none of the penalties.
Where it shines: your group is online, the raiders have blown into the core, and you are the one behind the last door with a pump shotgun. You will not move far, and you need to live through the first spray.
