Two kinds of cost sit in this recipe. The metal fragments and the little HQM come from a morning of farming and one furnace. The metal spring is a Level 3 craft, so on a fresh wipe every Handmade SMG starts with a spring pulled from a crate or recycled out of a broken gun.
So open the component box before you spend scrap on the blueprint. On day one that box also sorts the rest of the ladder: a pipe becomes a revolver, a spring becomes this. Both fire the same pistol bullets, and those eat frags too, so the 200 for the gun and a stack of rounds come out of one pile. Smelt first, queue later.
Tip
Once a Level 2 bench stands, the spring is worth more in a Custom SMG, which takes the same single spring plus a body. Recycle the worn Handmade then: half the time the spring comes back.
