The pair of tech trash in this recipe is the same pair a C4 asks for, and neither can be crafted. Unfold it in the calculator and it turns into scrap and high quality metal at a Level 3 bench, but no bench really makes tech trash: it comes from crates and from the electronics you recycle. So every set of goggles is a charge your group won't have on raid night.
That decides when to craft them. Early on, while tech trash is rare, one pair for whoever scouts or holds the base at night is plenty. Later, when the box holds more than the raids will use, goggles for everyone stop being a hard call.
Watch out
Don't recycle a worn pair. The recycler gives back half the metal and only one tech trash, while a repair bench keeps the goggles going for a share of the materials.
