So the choice is throw or recycle. Throwing costs you nothing you could have crafted, and the rattle is the fun of it. The recycler hands back about half the powder and frags, a handful of rifle rounds' worth from a whole stack, so recycle only when strings are clogging a box.
The confetti cannon is the same kind of event loot. If you own the fireworks on Steam, a red boomer is the bang you can craft.
