By the time you can craft this hatch, you can craft its gears too. Both sit at the Level 3 workbench, so the six gears stop being a loot question and become a scrap one: unfold them in the calculator and the hatch asks for 600 scrap on top of the HQM. That is the same scrap that pays for blueprints, so a group fresh at Level 3 usually builds this from looted gears and only crafts them once the crates dry up.
Count it next to your doors. An armoured door takes one gear fewer than this hatch, and a base going armoured wants both at once. List every door, gate and hatch before anybody queues gears.
The ladder is the cheap part. If you already run the frag ladder hatch, its ladder blueprint is learned and the rope is the only thing left to find.
