Nothing changes in this recipe except the powder. Metal per craft and rounds per craft stay exactly as for the plain pistol bullet, while the gun powder doubles. So the metal fragments that capped your first stacks stop being the problem, and sulfur becomes it: a full stack runs 640 sulfur, plain rounds half that.
Every craft swallows exactly one batch of powder, so nothing is ever left on the bench. That makes it easy to craft right before you leave: a few mags for a roam across open fields with a Thompson or a semi pistol, while the box at home stays full of plain rounds.
Of the two Level 2 upgrades, this is the blueprint most groups take; the incendiary version costs the same scrap and far more sulfur. What wastes HV is defence. Inside your own walls nobody shoots at the range where it helps.
