Wear it as a souvenir of the Halloween event, not as gear. The row lists no recipe, no research cost and no recycling yield, so unlike most costumes you cannot open the crafting menu and make one. It turns up through the event itself, most likely in Halloween loot, and you take what drops.

Nothing in the row hints at protection, so treat it as a costume first. If it covers your whole body like the surgeon scrubs or the ghost costume, it pushes your armour out, and a mummy in a firefight is a mummy on the floor.
