Keep it only if you know who wants it. The game calls it a stack of technical looking documents, and that is about all the data says: no recipe, no research, nothing it goes into and nothing a recycler gives back. It is filed with the tools, yet nothing in its row tells you what it does in your hands.

New players sometimes hoard it, hoping that “technical” means progress. The papers that actually move your wipe forward are basic blueprint fragments: five of them go into a Level 2 workbench. This stack teaches you nothing.

If one turns up in your inventory, see whether a mission or an event on your server asks for it before you throw it away. And if you only want to leave a message for the neighbours, a note costs ten wood.
