Count your road signs before you queue this. A road sign is counted as is, and rightly: you won't craft one before a Level 3 bench, where it costs high quality metal and scrap. Until then signs come from barrels along the road, and each of them is also armour. A road sign kilt takes a single sign as well, plus sewing kits at a Level 2 bench.
So on a fresh wipe the order is armour first, cleaver from the spare. Learn the blueprint once signs start piling up; with one sign and bare legs, the kilt keeps you alive longer than a big swing does.
If what you hold is a metal blade rather than a sign, the salvaged sword is the cheaper craft at the same bench and outlasts the cleaver.
