Don't look for an RPG blueprint at the research table: there isn't one. The RPG is a skin of the rocket launcher, so the plain launcher's blueprint, bench and bill are the only ones that matter, and owning the skin just adds this look when you craft. A looted RPG fires like the plain tube, too.
So the four metal pipes stay the real price, whichever paint the tube wears. Before Level 3 they come from road loot and recycled guns, and every rocket you plan to fire wants more of them.
Tip
Put your spare scrap into the HV rocket blueprint. It sits at the same Level 2 bench and gives the tube something to fire on the day you craft it.
