40 high quality metal, two burst modules, springs and a rifle body, and no blueprint to learn. Read it as what an LR is worth when one lands in your box.
Nobody crafts an LR. The row marks it not researchable, so its blueprint can never be learned, and every one in a wipe comes from loot or a vendor, as its item page says. What the calculator gives you is the price of the rifle you just picked up.
Against the AK's recipe the bill looks lighter: less metal, half the springs, no wood. The catch is the two burst modules. On top of the rifle body, the LR is built from two more parts that no bench of yours can make.
That is what the recycler decision is about. A worn LR gives back one module, some metal, a spring and a coin flip on the rifle body. The module goes onto an M39 or a semi-auto; the body, when it comes, is the next AK for whoever holds that blueprint. Keep one LR for each player who shoots it well, and send the spares to the recycler before a raid takes them.
