An L96 never comes off a workbench. The row marks it not researchable, so the Level 3 recipe stays shut, and every one comes from loot, as its item page says. The calculator shows what dies with it on a roam: a rifle body that could have been an AK, and five springs, more than any rifle you can craft.
So the call is keep or recycle. The ordinary recycler hands back half the HQM and half the pipes, exactly what one bolt action rifle takes of both, plus a couple of springs and, with luck, the body. If your group already has a bolt player and the L96 would only sit in a box, that is a fair trade.
If someone will hold a hill with it, keep it and keep it repaired. A repair bench costs a share of the metal and none of the parts, the only way to stretch a gun you can't replace.
