A rocket raid needs cover, and this is the cover you can queue yourself. The 40mm smoke round has no blueprint to learn and hides a pipe in every pair, while the hand-thrown grenade is only gun powder and fragments behind a cheap blueprint at a Level 2 workbench.
Count in even numbers. One grenade leaves half a batch of powder on the bench, a pair uses the batches to the last grain, so two smokes cost 140 sulfur rather than double the tile. Plan two per raider and the order comes out even by itself.
Tip
Watch the metal fragments, not the sulfur. Each smoke takes twice what an F1 does, and a raid's worth of them comes out of the same pile as the doors you will need afterwards.
