The tarp is where to stop and think. It is loot, never crafted, and one tarp is exactly what a sail costs. A board is for fooling around near the shore; a sail on a boat you built gets your group to an island. If your tarps are few and the water matters to your wipe, the sail wins.
Once tarps are spare, craft it with a clear conscience: nothing else on the bill is scarce.
