In-game description

Single module flatbed.

Use it when a slot needs filling and nothing better comes to mind. It has no inventory and no seats; teammates stand on it while you drive, and that is about all it offers. The rows of three similar modules show where it sits:

For fewer frags and a little more wood, the storage module holds loot and survives longer. So the flatbed only wins when people ride on the back: three of you heading to a monument in one short car, and nobody wants to jog beside it.

That 250 is the lowest durability of any car module, so the flatbed breaks first when the car takes fire. A spare one pulled off a roadside car on a car lift is better recycled than kept.
