Overview
A camera. Take screenshots with primary fire, zoom in and out with secondary fire, and lock focus with third fire.
Pictures are all it is for. The game text spells out the controls: primary fire (LMB) takes a screenshot, secondary fire (RMB) zooms in and out, and the third fire button (MMB on most setups) locks focus. That makes it a toy for people who film videos or shoot thumbnails, and on a normal server you will rarely see one.
Our data has no recipe for it, no research cost and nothing it goes into, so you cannot plan around getting one. How it reaches players is not clear from the data either.
If what you want is a photo of your clan in front of the base, craft the instant camera instead. It prints a real photo you can hang in a large photo frame. For anything that helps you survive, look through the rest of the tools.
