Every player can craft this from the first minute of a wipe, so the only question is whether a rope belongs here. It is the same coil a satchel or a wooden ladder asks for, and none of the three gets it from a bench: rope comes from barrels, crates and the recycler.
So craft nets for frames that already stand. A net waiting in a box is a rope that can't do anything else, and the recycler hands it back only some of the time.
Watch out
The unfolded calculator turns the rope into cloth at a Level 2 bench. That craft is not open to players: the rope in your box is the whole budget.
