Count kits per outfit, not per hoodie. The hoodie takes one sewing kit, the pants on your legs another and the boots a third, so every death in the usual cloth layer costs three kits before any armour goes on top. Until someone in the group has a Level 3 bench, all of them come from road barrels, crates and recycled clothes.
The blueprint sits at a Level 2 workbench, one step above the pants and both jackets. So the order is easy: pants first at Level 1, the hoodie on the evening the second bench goes up. Before that, a burlap shirt covers your torso for cloth alone.
Keep the cloth side boring. A few hemp plants by the base cover a whole set, and the kits are the part worth carrying home.
