So start saving before you learn it. Every stack of fuel from road barrels goes into one box from the first day, and the hunt shrinks to a few boars. The blueprint is cheap scrap at the Level 2 workbench, and the large furnace sits at the same bench and eats fuel too, so groups often learn both in one go and then argue over the fuel box.
Watch out
Craft it only when crude oil comes in steadily. Without barrel runs to feed it, a refinery is that whole box of fuel locked in a machine with nothing to do.
