The step up from the double barrel keeps both pipes and adds the part that hurts: one metal spring. A Level 2 workbench can't make springs, so every pump you craft there spends one from a crate or a recycled gun. Before you queue it, check whether someone in the group wants that spring for a rifle.
The pump's own blueprint is cheap. What gets expensive is unfolding it later. Once Level 3 opens the pipe and spring blueprints, the calculator's full view turns each pump into extra high quality metal and a stack of scrap, the scrap you were saving for research. Most groups keep looting the parts instead.
Tip
A spare looted pump is a pipe in the recycler, and a spring half the time. That is how it feeds a rocket when pipes run short. A pump in good condition is worth more in a doorway, though.
