Don't look for a separate craft here. The goalie face is a skin of the metal facemask, so the bill above is the metal facemask's recipe copied line for line, and the blueprint you need is that one. There is nothing to research under this name, so never budget scrap for it.
At the bench you craft the plain mask and pick the goalie face, if your account owns the skin. Nothing in the numbers changes: the hockey mask stops what the plain one stops. The same goes for the ice facemask.
So the real work is what it is for any mask: leather from hunts and sewing kits built on looted rope. The skin only changes what the other side sees through the scope.
